Parking and Traffic

These regulations are intended to protect the general welfare of the college community and guests, and to promote order and ease of movement on the campus by supplementing the New York State Motor Vehicle and Traffic Law, which is in effect and enforced on this campus. Please read the following regulations and guidelines carefully. All persons driving on campus are responsible for knowing and understanding these rules.

Registration

All members of the campus community are requested to register their vehicles with the Campus Police. The registration of vehicles is provided as a convenience and is for identification purposes only.

Faculty/Staff Parking

The building side of parking Lot 6 has gated access and is reserved for faculty and staff members of the college during the weekday daytime hours.

Students

Parking Lots 1-4 and 6 are available for student parking. A permit is not required to park in these areas.

Visitors

Visitors may park in any of the general parking lots except for Lot 5. Parking Lot 5 is reserved for faculty/staff parking. Visitors are not required to have permits in order to park on campus.

Persons with Disabilities

Persons who require special parking privileges on campus must obtain a New York State disabled parking permit or license plate. Application forms for a New York State disabled parking permit or license plate can be obtained from OPS. Campus Police can issue temporary permits (maximum period of one month) to disabled persons pending approval of their state applications, and to persons who have short term disabilities. Disabled persons, who require temporary parking beyond one month, must file for a New York state temporary permit. New York state temporary permits are valid for up to six months. Parking spaces for persons with disabilities are available in Lots 2, 3, 4, 5 and 6 and in the service area located in the rear of the building.

General Information

Parking regulations designed to provide convenient spaces for people with disabilities will be enforced at all times. Members of the college’s Board of Trustees are authorized to park in Section A of the service area when on campus for college business.

  • Parking regulations in the faculty/staff area (Lot 5) will be enforced from 7:30 a.m. until 5 p.m. daily.
  • Parking regulations in visitor parking areas will be enforced from 7:30 a.m. until 5 p.m. daily.
  • Parking regulations in vendor parking area will be enforced from 7:30 a.m. until 5 p.m. daily.
  • Parking regulations in all other reserved parking areas will be enforced at all times.

Overnight Parking - Lots 1-6

A county ordinance prohibits overnight parking on campus from November 1 to April 1. If it is necessary to leave your vehicle on campus overnight at any time, contact the Campus Police.

If you need to park in a restricted area for a short period of time, or if your vehicle is disabled in a prohibited area, as stated in these regulations, please notify OPS.

Parking Controls in the Service Area

For reasons of safety, bus transport, and sanitation, there shall be no parking in the following areas:

  • Traffic circle
  • At, near, or adjacent to (within 20 feet of) fire hydrants
  • At, near, or adjacent to dumpsters
  • Underneath building overhangs
  • Within 30 feet of the fire exits
  • In the fire lanes

No person shall park a motor vehicle on campus so as to create any other hazard or unreasonably interferes with the free and proper use of campus roadways. A violation of any provision of this section is subject to a fine and immediate towing.

College Responsibilities and Individual Parking

Tompkins Cortland Community College assumes no responsibility for the care and protection of any vehicle or its contents while it is parked on college property. The college also assumes no responsibility for the care or protection of any vehicle or its contents during the removal or subsequent storage resulting from violations of operating a motor vehicle or parking regulations.

The responsibility of finding a proper parking space rests with the vehicle operator. A parking permit does not guarantee a parking space, but only an opportunity to park in a designated area when there is parking available. Absence of a parking space does not justify violation of any parking regulation.

Special Parking Concerns

Individuals with special parking situations or concerns should inquire at the Campus Police office, 607.844.8211, Ext. 4291. We recognize the occurrence of unforeseen circumstances and may offer a suggestion in keeping with the college’s parking regulations.

Speed Limit

TC3’s Campus Police will be enforcing the speed limits and other NYS Vehicle and Traffic regulations on campus. This includes the issuance of NYS Uniformed Traffic Tickets, answerable to the local justice court (Town of Dryden Court.) If found guilty of the vehicle and traffic violation, a driver might face a fine and receive points on her/his license. Please obey the posted speed limits and drive responsibly.

The speed limit is 25 m.p.h. on Bahar Drive, and 20 m.p.h. on both Panther Drive and Farview Drive. The speed limit in the parking lots and service drive is 10 m.p.h.

Lack of Space or Intent

The lack of space in which to park a vehicle in compliance with these regulations and/or the lack of intent to commit a parking violation shall be no defense.
