Kruppa Joins TC3 Board; Dale-Hall Reappointed

October 15, 2025

Frank Kruppa of Dryden has been appointed to the Tompkins Cortland Community College Board of Trustees by the Tompkins County Legislature. Kruppa replaces Arthur Kuckes, who stepped down from the board at the end of his most recent term. Kruppa’s term expires in 2032.

While Kruppa joins the board for the first time, Sue Dale-Hall of Ithaca has been reappointed a Trustee by New York State Governor Kathy Hochul. Dale-Hall originally joined the board in 2022 to fill a vacant seat. Her new term expires in 2032.

After serving as the Public Health Director of Tompkins County Health Department for 14 years, Kruppa joined Cayuga Health earlier this year as Assistant Vice President, Community Program Development and Partner Integration. “I believe in higher education and I know TC3 to be a place where anyone can go learn a new skill, build a foundation for further education or advance their employment opportunities and that is something I want to be a part of supporting,” said Kruppa. “I want to see TC3 continue to serve our community by providing opportunity for everyone to expand their knowledge in any way that would be useful to them. At the same time, I live in the Village of Dryden and my daughter learned to ride her bike in the parking lots and has had birthday parties on campus, so I know the impacts of having the college in our community beyond just its education mission.”

Kruppa has a Bachelor of Arts in environmental studies from Binghamton University, a Master of Public Health from the University at Albany, and a Master of Public Administration from the University of Central Florida. “As a trustee, I want to support the mission of TC3 and give back in a way that allows the College to flourish,” he said.

The Tompkins Cortland Community College Board of Trustees consists of 10 members, including a student trustee elected by the student body. The governor appoints four trustees, two each from Tompkins and Cortland Counties; the Cortland County Legislature appoints two; and the Tompkins County Legislature appoints three.
